Build a clean wp-config.php, .htaccess, Nginx block and PHP limits for local, staging or production, plus MySQL queries that clean junk out of the database.
Environment
From your host's control panel.
Eight random 64 character keys, made in your browser with the same characters WordPress uses.
Leave empty to keep the values stored in the database.
Turn on while building, off on a live site.
Memory, revisions and scheduled tasks.
Less common switches. Each one changes how a core feature works.
Several sites on one WordPress. Set the network only after Tools > Network Setup.
Added to .htaccess (Apache) or the Nginx block.
Written as .user.ini (or php.ini). Some hosts set these in their panel instead.
MySQL queries for phpMyAdmin or Adminer. They run in a safe order: content first, then the leftovers it creates.

No. The files are built by JavaScript in this tab. Your database password and the security keys never leave your browser.
On a new install, yes. On a running site, copy only the lines you need: new security keys log every user out, and a different table prefix points WordPress at tables that do not exist.
Back up the database first. The ones without a red tag only remove leftovers WordPress does not use, such as old revisions, spam and expired cache. The red ones remove real content.
The Divi recommended preset uses the values Divi's own Support Center checks: 128M memory, 64M uploads and posts, 120 seconds execution time, 60 seconds input time and 1000 input vars.
